HIB, Code of Conduct and Other Policies Requiring Annual Review

It is often a problem for boards to keep track of all the policies that the law requires the board to annually review.  This group session will comprehensively cover committee strategies to facilitate and organize the annual board review and revision of policies as mandated by law.  The focus shall include harassment, intimidation and bullying, and the code of student conduct as models for the discussion. 
The program format shall include Power Point presentation, lecture and discussion.  Handouts shall include model and sample policies, a chart of all policy topics that require annual review which details specific review requirements (i.e. public and staff participation, community involvement etc.), committee organization strategies and mock calendar.

This workshop will provide a comprehensive look at a number of facets of the cyber world of today’s youth. The current trends such as sexting, gaming, social networking sites, blogs, IM threats and others will be presented via guided group discussion, small group discussion, activities, videos and power point. This presentation goes beyond stories of strangers lurking on the internet to catch unsuspecting children. We will explore how some electronic communications are opportunities for bullying, bias crimes and violence among students. In addition, the New Jersey Law as it applies to this topic as well as empowerment strategies for students, parents, and staff will be covered. These strategies will promote adults’ understanding of cyber activity of youth while teaching them realistic ways to help students keep their own rights and guard the rights of others in the cyber-sphere. One of the most appealing aspects of iPads and iPod Touch devices is the fact that they are easy, intuitive to use and expand teaching and learning possibilities. As schools start using Apple iOS devices in the classroom on a large scale, there are often varying levels of understanding about the management options available to IT administrators.  Mobile Device Management (MDM) is commonly perceived as a comprehensive solution for managing mobile devices, but in reality there are additional steps to consider when managing iOS devices.  With this presentation, we will discuss the options and technologies available to manage Apple iOS devices in the classroom, including a definition of terms, an up to date summary of Apple's management framework, and the place of mobile device management framework, and the place of mobile device management tools such as the Casper Suite from JAMF Software. Next, that kowledge, framework and toolset will be applied to create a practical workflow used to support thousands of iPads in a real world educational environment.

Panoramic Video Tools for Effective Teaching

Teachscape Reflect was developed as part of the Measures of Effective Teaching (MET) project, funded by the Bill & Melinda Gates Foundation, and has been used to capture over 12,000 lessons in more than 3,000 classrooms across six states. This workshop will focus on bringing this study and its findings to the conference attendees. They will view the video capture solution engineered by Teachscape which involves panoramic digital video cameras that require minimal training to set up, are operated remotely by the individual teachers, and do not require a cameraperson. After class, participating teachers can upload video lessons to a secure Internet site where they will review the video, and individually or collaboratively view, share and comment on it anytime, anywhere. This hands-on action lab will cover all aspects of the superintendent search process.  We will explain areas of responsibility of the CSA and have small groups reach consensus on their expectations.  The next step is the Preparation Stage where we will discuss the decisions that have to be made.  In small groups the attendees will participate in a hands on activity on setting up the search criteria. The next step is the Processing Stage, which involves setting up a calendar, the application, and the interviews.  In small groups the participants will review the legality of interview questions.  The last phase in the process is the Final Selection Stage.  In this stage we will discuss choosing the finalists, district visits, negotiating the contract, and picking the new superintendent.

Decreased funding from the State and Federal Government, coupled with unwillingness on the part of voters to pay higher taxes, has caused many School Boards in New Jersey to look at Sustainability, as it relates to the greening of schools, as a means to keep their districts viable for the foreseeable future. HIB, Code of Conduct and Other Policies Requiring Annual Review

It is often a problem for boards to keep track of all the policies that the law requires the board to annually review.  This group session will comprehensively cover committee strategies to facilitate and organize the annual board review and revision of policies as mandated by law.  The focus shall include harassment, intimidation and bullying, and the code of student conduct as models for the discussion. 
The program format shall include Power Point presentation, lecture and discussion.  Handouts shall include model and sample policies, a chart of all policy topics that require annual review which details specific review requirements (i.e. public and staff participation, community involvement etc.), committee organization strategies and mock calendar.

Chapter 78 & Collective Bargaining

Chapter 78 should be a potential game changer in the area of employee benefits and collective bargaining.  Now that school employees will contribute a percentage of the cost of the premiums, most for the first time, they will start to become “consumers” of healthcare.  Since the SEHBP must offer alternate plan designs to reduce the premium cost of some plans, employees may be forced to consider benefit options that were previously too "corporate" such as High Deductible Health Plans and Health Savings Accounts in order to reduce their cost of participation.    In this session, we will examine Chapter 78, including the requirement to implement Flexible Spending Accounts (FSA)  and how it is likely to change the collective bargaining landscape as it relates to employee benefits.

The Environment of Learning Relating Energy Savings to Educational Opportunity

In 2009, Governor Corzine passed legislation that supported the creation of the “Energy Savings Improvement Program” (ESIP). ESIP is an alternate funding vehicle that offers school districts in New Jersey the ability to pursue energy related school infrastructure improvements (HVAC, control systems, lighting, building envelope – windows, doors & roofs) without the need to go to a bond referendum, incur additional debt service, or deplete already thin capital improvement funds. ESIP allows districts to self-fund these projects through future expected energy savings.


With minimal state aid on capital projects expected in upcoming years and with the available “Pay for Performance” rebates available to school districts in New Jersey, the need to explore creative programs, such as ESIP, has never been greater. This presentation will discuss the program, its benefits, its pros and cons compared to traditional school infrastructure funding, AND how to use the process as a resource for education and awareness among students, staff and faculty of energy management.

Lunch Monitors

Lunch Monitors is an easy-to-implement program that integrates general and special education students in the lunch room. The program also can reduce bullying and promotes positive peer interactions between students of all ages. Fifth grade students volunteer their recess time to monitor student behaviors in the lunchroom. Monitors work with a partner to correct misbehavior in a respectful manner and award tickets to students who show appropriate behaviors. Students can earn lunchroom privileges in monthly ticket drawings. Being a monitor helps students learn to work with others, initiate and maintain conversations, develop and recognize appropriate social skills, serve as role models, and build self-esteem. The presence of the Lunch Monitors in the cafeteria also motivates students to behave appropriately.

Oxford Central School Archery Program

The Oxford Central School has participated in the National Archery in the Schools Program since 2006.  The National Archery in the Schools Program (NASP) is a joint venture between state departments of Education and Wildlife. The program promotes student education, physical education and participation in the life long sport of Archery. The program’s focus is to provide International Style Target Archery training in physical education classes grades 4 - 12.  NASP is a program designed for students that promotes the valuable lessons presented by the sport of archery.  Students learn many skills that carry-over into their academic classes:  patience, cooperation, dedication, team work and integrity.  

The objective of the program is to provide another sport that students can participate in everyday. The NASP program allows studnets from grades 4-12 to compete against each other without advantage of size, athleticism or many other physical attributes that might accompany other more traditional sports.  This program allows students of all abilites to particpate.

Point Pleasant Borough Schools Corporate Sponsorship Program

In an effort to provide continued outstanding educational and co-curricular programming at a low cost to taxpayers, the administration of Point Pleasant Borough Schools actively explores new ways to reduce spending and increase revenue from non-traditional sources.
In early 2010 the district began offering local businesses and organizations the opportunity to post full-color signage throughout district athletic venues.
A comprehensive selection of advertising packages meet local businesses' marketing objectives, providing valuable exposure in the community. These Board-approved messages also communicate to the community that local businesses are actively participating in youth programs.
During the inaugural year, the district raised over $35,000 in revenue in addition to the receipt of a donation of two new scoreboards and scorer's tables valued at over $40,000.
It has been a very successful program for the district and in these difficult financial times, creative financial solutions are essential.

Today's high school classroom is frequently one that reflects the pressurized environment of high stakes testing. Content presentation and retention is paramount to all parties involved. There is a constant search for ways to alter lessons and assignments, as well as continuing attempts to locate best practices that will yield the best understanding of content.

However, group interactions have two major forces, one being content dynamics, and the other being process dynamics. Process dynamics involve all of the many human behaviors, both verbal and nonverbal, which play a major role in how we as human beings are received. Though often overlooked, these play a crucial role in student behavior and understanding of material. Some topics to be addressed include: Nonverbal teacher and student behavior, modeling of appropriate behavior, psychology's curricular content, students searching for meaning, group dynamics and processes and others.

Puppetry Workshop

In Puppetry Workshop students develop their skills in language through their investigation of the art and craft of puppetry.  Students construct and manipulate shadow puppets, marionettes, and hand puppets and around stories that have been created by students.  Students learn to work cooperatively through a sequence that culminate in a production.  The production instills a sense of commitment and responsibility.  This course includes presentations at local schools, hospitals, and township events.
Puppetry Workshop provides a voice for all students.  Through the puppets, students are able to express their ideas through written and oral means.  They build confidence while developing performance skills.  Puppetry workshop has been especially beneficial to our special education students who do not always meet with academic success.  In addition to servicing these students, the program also lends itself to the district's character education program.  Through their pupppets, students teach their peers about respect and responsibility through varied skits.

The South River Preschool is an innovative program designed to facilitate inclusion of all special education students with their typically developing peers.  Preschoolers learn through play and social interaction.  Three different preschool programs are offered based upon the needs of our students:  the Verbal Behavior Program (one full-day self-contained class), Self-Contained Program (one half-day class), and a General Education Program (three half-day classes). The Creative Curriculum is implemented in all of the preschool classes. Most of our special education students are placed in the general education preschool program.  A critical component of our program is the immediate change of placement to the general education preschool as soon a student can benefit from increased inclusion.

The Ad Agency introduces second and third-year graphic arts students to the real life experience of running an advertisement agency.  Students create products such as logos, posters, playbills, ads, and web pages for the school community.  As part of this experience, students work individually and in teams to generate ideas and develop concepts with real customers; focus on the aesthetic, structural, and functional aspects of advertising product design; compete for advertising opportunities; conduct meetings to discuss project timelines; and, ultimately, create a product for an authentic audience using 21st century skills.

"Fire Is" - A realistic fire and life safety program is being launched throughout NJ State Schools

This class will present to viewers a stark look at the fire problem we have here in the U.S. Attendees will learn about the internet fueled juvenile firesetter epidemic occuring here in America. They will see the unrealistic portrayal of fires that occur in the home thanks to movies and TV.They will see first hand the value of the Fire Is program for not only students, but their parents/caregivers as well.The New Jersey FMBA Foundation, supported by a grant from the U.S. Department of Homeland Security. It is our objective that attendance at this information session will give school administrators a comprehensive overview of the “Fire Is” fire safety education curriculum. The critical key to this program is not only reaching middle school-aged children as they begin to understand fire, but their parents/guardians and care givers as well. The curriculum is centered on a home-based learning system employing television, the internet, and public volunteers to put a new face on fire safety. Therefore, the program need not interfere with classroom time.

Funding School Infrastructure Improvements in Challenging Economic Times

The “Energy Savings Improvement Program” (ESIP) is an alternate funding vehicle that offers school districts in New Jersey the ability to pursue energy related school infrastructure improvements (HVAC, control systems, lighting, building envelope – windows, doors & roofs) without the need to go to a bond referendum, incur additional debt service, or deplete already thin capital improvement funds.  ESIP allows districts to self-fund these projects through future expected energy savings.

With minimal state aid on capital projects expected in upcoming years and with the available “Pay for Performance” rebates available to school districts in New Jersey, the need to explore creative programs, such as ESIP, has never been greater.  This presentation will discuss the program, its benefits, its pros and cons compared to traditional school infrastructure funding, and the process to explore it as a viable vehicle.

Diverse schools in Jersey City, Union City, Trenton, Belleville, Lawnside, Runnemede, Lakewood, Clementon, Upper Deerfield, Mt Holly and Island Heights increased proficiency on NJDOE tests by 12-55% in literacy and mathematics; some schools had 500% rates of gain in advanced proficiency. "This Old Schoolhouse"

A Municipal and Board of Education Shared Services Initiative

The presentation will inform Boards of Education how to begin the shared service programs. Many BOE's and Towns do not know where to begin promoting shared services. The "Courier" newspaper featured an article in March 7th edition on the Governor's plan to take away state aid if shared services are not instituted.
